The Ministerial meeting is expected to call for full and rapid implementation of the IEA decision in March to limit IEA
countries' demand for oil on world markets by 2 mbd, or 5%.
So far this decision has had no perceptible impact on world
markets.
5. These issues will loom large at the Tokyo
the Tokyo Summit.

fulfilling IEA (and EEC) demand restraint
targets;
(ii)

developing long term energy conservation policies;
developing alternatives to oil, especially coal;
as well as

(iv) helping to improve the climate for producer/,
consumer contacts;
(v)" underlining the need to give special attention to
developing the energy resources of the Third World,
where oil bills are mounting.

These views are largely shared by the Japanese.
They
have done very considerable preparatory work for the energy
discussions in Tokyo.
This is continuing with a meeting of
Experts in Paris on 23 May to
"action paper", which will be

The picture is still very confused but the hard line Islamic
element in Khomeini's entourage seems to have asserted itself. Dr Bazargan's Government looks incr asingly like an executive panel carrying out the decisions of Khomeini's Revolutionary
