Refugees
14. The Japanese Government's recent decision to admit for
permanent settlement 500 Indo-China refugees is a step we
very much welcome. However as an Asian country, we hope
Japan will be able to admit more in the future: the burden
is so unevenly spread in the region.

15. We have been most concerned by the continuing exodus
from Vietnam and particularly at the increasing numbers
arriving in Hong Kong where there are now 30000 in need of
Hong Kong is experiencing immense difficulties
in coping not only with the refugees but also with the vast
flow of immigrants both legal and illegal from China (who may
number as many as 200,000 a year). Most grateful if Japan
would consider admitting a number of Vietnamese refugees
from Hong Kong as part of her new admission quota.

16. We shall continue to work with the Commission and the
other Member States to improve the trading relationship with
Japan. We hope that discussions with Japan can be
conducted constructively and that drastic solutions can be
avoided. But the trade imbalance is of considerable concern.
