We
I know that officials have been consulting our principal
COCOM partners (including the Japanese) in an attempt to
find a way to process these sales without damaging COCOM.
have had conflicting reactions and we seem to be faced with
some difficult options. We hope that Japanese will look
favourably and constructively on what we eventually decide
to do.
Possible visit by Hua Guoferg
10. We should welcome a visit by Premier Hua, and the
possibility of a visit in October has been discussed.
no firm arrangements have been made.
INDO-CHINA
But
China-Vietnam
11. We share the Japanese concern over recent events in
South East Asia (in particular the Vietnamese invasion of
Cambodia, and the Chinese punitive action in Vietnam). Unlikely that the current talks between China and Vietnam
will lead to agreement, and further Chinese attack is possible.
This could create serious problems outside Indo-China.
do the Japanese see the situation developing?
Cambodia
How
12. We do not believe that the Vietnamese will succeed in
eliminating resistance by forces loyal to Pol Pot's regime in Cambodia (which we continue to recognise) before the
monsoon period which will offer a respite for Pol Pot,
especially if the Chinese resupply (through Thailand).
ASEAN
13. The five members of the Association of South East Asian
Nations (ASEAN) Indonesia, Malaysia, the Philippines,
Singapore and Thailand - are a major force for political
stability and economic growth in the region. A cooperation
agreement between ASEAN and the EEC may be signed Later this
