The Division of International Affairs, while sensitive to the complexities of situations which have led to ever-increasing numbers of refugees in South East Asia, is deeply concerned at the problems created by their substantial presence in Thailand, Malaysia, Hong Kong, etc.

We have welcomed the information that Her Majesty's Government decided in January this year to accept a further 1,500 Asian refugees in the United Kingdom.

However, bearing in mind the special responsibilities of Her Majesty's Government in relation to Hong Kong and aware of the very large number of refugees from mainland China which Hong Kong has already accepted, we write especially to urge the Government

To increase the number of Vietnamese refugees in Hong Kong, to be received by the U.K.

To accelerate selection procedures in Hong Kong.

To initiate and support action to co-ordinate the reception of Vietnamese refugees by countries round the world.

We shall also welcome information about progress in negotiations in Vietnam between the United Nations and the Government of Vietnam concerning persons leaving Vietnam.
