"All refugees begging us that they must enter Hong Kong for saving their family life. Those were heavy sick. All refugees require to meet representative of Immigration Department of Hong Kong Government."
Message relayed to the ship via Cable and Wireless and by loud hailer from HMS Wasperton at about 0730 hours on 23rd December :

"From warship Wasperton and Hong Kong Government. You are instructed to heave to one mile south of Po Toi Island and to wait for instructions. You are not under any circumstances to enter Hong Kong territorial waters. Early assistance for the refugees is dependant on your obeying this instruction."
Message received from the Huey Fong at 0910 hours on 23rd
"Received your cable and will obey instructions. Will heave to 1 mile south of Fo Toi Lighthouse.
