"Sincerely require permission of HKG and all international organisations allow refugees to land on Hong Kong for the sake of :
1. refugees had been drifting on sea for long time before
we rescued them;
2. at present many old people, women and children got
heavy sick and cannot delay longer on ship. We have no space for them since our ship had carried full of cargo and storm at sea so bad at this season that they were out of strength already;
3. all refugees begging for HKG to accept them ashore as soon as possible in order to apply to other countries for help, for they knew how kind EKG had been, otherwise it will be a great regret in seeing so many peopic dead on Hong Kong outer sea area;
4. all crew members certify these refugees are too weak to
delay any longer for the sake of humanistic it is better to save their life immediately instead of seeing the number of dead people increasing;
5. once more all refugees and members of ship sincerely
begging the urgent assistance of HKG and all international organisations.

Reply sent to the ship at 2030 hours on 22nd December :
"You will not, repeat not, be allowed to enter Hong Kong. Please state your requirements for food, water and medicine as previously requested, and advise your position, course and speed.'

Message received from the Huey Fong at 0045 hours on 23rd December :

"Urgently require hospital for patient. Requirement of food, water and medicine will state when we arrive. Present position 21 38N, 114 172. Course 023. Speed 8 knots ETA western quarantine anchorage 0700 hours local."
A reply was sent telling the ship's master to obey instructions of the naval patrol craft accompanying her, and to leave or to put down her ancho: outside Hong Kong waters when instructed to do so.
