real evidence of the connivance of the

Vietnamese Government in the exodus;

He will probably ask whether there are any

schemes to help the local Thai population as

well as the refugees in the camps in Thailand.

I submit the draft nucleus of a winding-up speech, together with full supplementary material which may, if necessary, be incorporated into the speech, together with a comprehensive

background note. The department will arrange for support in the

official box.
