1. Lord Goronwy-Roberts has seen Mr Luard's minute of 15 February and has commented as follows:-

"I am in general agreement with Mr Luard on this, and think a meeting would be useful after probing Indonesian views further. The flow from Vietnam will be encouraged by any palpable outlet. I therefore strongly agree with para 5, and would like to see whether international pressure on Vietnam could be intensified, eg in UN (GA) or Security Council."
