PROPOSAL FOR AN ISLAND PROCESSING CENTRE FOR VIETNAMESE REFUGEES

1. We have noticed that several of the recent telegrams about the proposed Island Processing Centre have not been copied to Hong Kong. In view of the strike action in the FCO Communications Centre, I have assembled and enclose all those that will interest

you.

2. In future we shall give instructions to Communications Opera- tions Department for telegrams touching on this subject to be passed on to you. Where the material is not of an urgent nature we shall continue to send it by bag.
