VILTNAMESE BOAT-REFUGEES

1. Mr Nigel Lawson MP has put down a Question for written Answer, asking what action the Government have taken to secure an international solution to the boat refugee problem.

2. The House debated the subject of Indo-Chinese refugees on 15 December, when Mr Luard reported on the recent consultations called by the UN High Commissioner for Refugees to deal with the

problem.

3. In the reply, I think it is fair to emphasise the primary

responsibility of UNHCR for the international coordination of this problem and thus avoid any direct reference to the HUEY FONG. I submit a draft Answer accordingly.
