It has seemed to the Division of International Affairs of the British Council of Churches that these are proposals which can only gain support and are indeed overdue. We therefore hope that legislation will be enacted without delay.

Can you please inform us if the Foreign and Commonwealth Office is aware of consideration being given to this matter by the Governor of Hong Kong in Council, whether this is favourable, and if so what timetable is proposed for the enactment of necessary legislation?
