Thank you for your letter of 12 September enclosing for Peter Blaker's information - a copy of your letter to the Secretary of State for Trade. Peter Blaker had unfortunately departed before I got this, but I will carry a copy with me to show him when we join up in Singapore; and meanwhile I am arranging for a copy to be shown to Douglas Hurd, who is the Minister of State responsible for aviation matters.

All of us in the Foreign and Commonwealth Office concerned with Hong Kong and with aviation matters are aware of the problems raised by the desire of other carriers, including CPA, to fly on the trunk route. So also are those concerned in the Department of Trade, which is the lead Department in this matter. I think you were right to address your substantive letter to Mr Nott rather than to the Foreign and Commonwealth Secretary.
