5. By good fortune, the following day a letter arrived from

Colegate to Wong (I did not see the text) indicating that

Colegate also would welcome informal discussions.

6. We therefore spent most of the available time yesterday

(28 February) discussing how best to approach this problem.

We agreed to divide up the preparatory work and exchange

papers in time for a first meeting early in May. Jeafferson

personally will lead the Hong Kong team and I undertook to

7. Both the government representatives and, in my separate

talks with them, CPA pressed for my views: but I declined

to be drawn either on the appropriateness or otherwise of

introducing competition at this stage or on what form that

น 8. In a tête-à-tête discussion with me on 27 February,

after he had asked Wong to leave us, the Governor indicated

that he himself had a good deal of sympathy with BA, that he

did not regard this as by any means the most urgent or

important air services topic affecting Hong Kong, and that

only if BA could not improve their performance would he

think the introduction of a competitor desirable. It is

significant that he was the only one of the many who spoke

to me about this in Hong Kong who was even willing to

consider a competitor other than CPA.
