1. Introduction

1.1

Air Services to and from Hong Kong are governed by the Air Transport (Licensing of Air Services) Regulations (Appendix I). These regulations cover the issue of licences and operating permits for scheduled journeys (Part II of the Regulations) and journeys other than the scheduled ones (Part III of the Regulations).

2. Licences and operating permits for scheduled journeys

2.1

A scheduled journey is defined in the regulations to mean one of a series of journeys undertaken between the same two places which together amount to a systematic service operated in such a manner that the benefits from it are available to members of the public from time to time seeking to take advantage of them.

2.2

A scheduled air service to or from Hong Kong (performed for hire and reward) requires either a licence or an operating permit, depending on where the aircraft performing the service is registered. In the case of an aircraft registered in the UK, the Channel Islands or the Isle of Man, or any place over which HMG has jurisdiction, a licence granted by the Hong Kong Air Transport Licensing Authority (HK- ATLA) is required. In any other case,

an operating permit granted by the UK Department of Trade is required.
