Competition could be introduced by

- a British based scheduled carrier;

- a "skytrain" type service;

more charter flights;

- a Hong Kong based scheduled carrier;

- a combination of the above.

To consider what new air services regime might best meet the Hong Kong Government's objective and at the same time be acceptable to the authorities concerned, it is proposed to prepare a series of positional papers and to hold discussions with those concerned.
