Our Telno. 325 to FCO : Flying Tiger operations

There is clear evidence that Flying Tiger Line (FTL)

are involved in the carriage of cargo from Japan to Hong Kong for transhipment to onward destination by other carriers.

We have taken this matter up with FTL who, in a letter to our DCA on 2 March 1979, explained :

"Flying Tigers' understanding of the US/UK

Air Services Agreement is that traffic moving as described i.e. (Osaka/Brussels) (Osaka/ Dubai), is not within the purview of the Air Services Agreement.

The above referenced shipments were merely carried over and transferred for onward carriage at Hong Kong, with them having no other relationship to Hong Kong.

In our view such carriage is not prohibited

by the Air Services Agreement and therefore is not in breach of said agreement."

We would be grateful if Washington could take this matter up with US Government (para. 2 of DTI telno. Allot 24 of 19 February to us).
