In his note on Hong Kong telegram No 406 below, Mr Cortazzi asked FED to minute to him on the background to the telegram. Mr Masefield passed the telegram to me since the subject is one that more directly concerns us.

2. I attach a draft minute to Mr Cortazzi. I also attach a draft minute to Mr Morland in MAED, confirming a conversation I have had with a member of his department, asking them to obtain from the DOT a detailed statement of what the UK expect to gain from a Maritime Agreement.
