5. It was felt that through Mr Priston's recent talks the Government had opened the door and it was useful to consider whether it would now be appropriate for the Industry to reestab- lish contact on a shipowner basis. This could be done by:-

(i) individual companies;

(ii) a mission of shipowners;

(iii) a combined mission of Industry and Government;

(iv) a package of shipping, banking, insurance and industrial

concerns.

It was felt that (ii) was possibly the best option, perhaps after further preparatory work at official level.

6. It was agreed that Embassy advice would be taken on this suggestion. Their advice would also be sought on how to relate progress on the Maritime Agreement with that on the Exchange of Letters. Finally, there should be a further meeting with the GCBS after the Governor's visit to China to discuss the specific problems of the Maritime Agreement eg those created by Hong Kong and Taiwan. (Mr Morland had already explained the Hong Kong Government position).
