Apart from informing the public utility companies concerned, it is not proposed to give any publicity to this proposal. If an occasion for announcing the change of policy arises it is considered that it would generally be welcome because the benefit would largely be enjoyed by the consumers..

Honourable Members will be asked to advise whether the policy in respect of private treaty grants to public utility companies and modifications of lots already granted to public utility companies should be amended as proposed in paragraphs 5 and 6 of this memorandum.
