time saved up part of their hard-earned money to purchase their Sai Lau Kok flats. Their efforts to up-grade their standard of living were really something commendable. By virtue of their background and standard, private ownership of flats ar shops in Sai Lau Kok or property of equivalent standard was unfortunately their highest achievement. There was little hope of further up-grading. They were nevertheless satisfied with such private ownership of relatively

moderate grade. In the circumstances, I am not at all surprised when the Authorities concerned have such a hard time in pursuading them to take up public housing again although the latter scheme have improved a great deal since the time they were in the resettlement estate.

Of course, the situation would be more difficult if the owner occupiers have never been in the housing estates before and were asked to degrade themselves from private flat or shop owners to public housing

tenants.

However,

(iv) With all the above background, disagreement

during negotiations was almost inevitable. when agreement could not be reached before the

date of reversion, the hope of settlement grew dimmer and dimmer as the land value in the market grew higher and farther away from the static value of Sai Lau Kok as at the date of reversion. I did not know how the Authorities concerned could

convince those Sai Lau Kok owners to accept their offer at different stages after the reversion

date in the most difficult circumstances as
