I enclose a copy of a letter, together with its enclosures, which has been addressed to the Prime Minister by Councillor

Elsie Elliott of Hong Kong about compensation for property affected by construction of the Mass Transit Railway there.

I should be grateful for advice on a No. 10 Private Secretary reply which, in view of her earlier meeting with Councillor Elliott, the Prime Minister will I think wish to see. The reply could perhaps avoid getting into detail on the substance of the problem but might suggest that Councillor Elliott calls on the appropriate senior official in the FCO to discuss the matter. It would be helpful if the draft could reach me not later than 20 July-
