To reply to Mr Cartledge's letter of 16 July enclosing one

from Mrs Elliott, an elected Urban Councillor in Hong Kong.

Recommendation

I recommend that the Private Secretary reply on the lines

of the attached draft.

Background

3. Mrs Elliott visited London last week with three representatives

of the owners of flats and shops in buildings in Tsuen Wan in

Hong Kong. Their property has been resumed by the Crown to make

way for the construction of a station and depot for the Mass

Transit Railway, and they claim that the compensation offered

is inadequate.

4. Mrs Elliott and her companions lobbied a number of MPs when

they were in London. As a result Mr Frank Hooley MP put down

eight priority written PQs on various aspects of the case.

Mr Blaker replied to these questions on 17 July.
