1. Mr Stanley Newens MP (Labour Harlow), Mr Robert Parry MP
(Labour Liverpool, Scotland Exchange) and Mr Dennis Canavan MP
(Labour West Stirlingshire) have put down 5 Questions, for
Priority Written Answer on 26 July, concerning the resumption
of land and buildings in connection with the construction of
the Mass Transit Railway (MTR) in Hong Kong.
2. I submit draft replies and a Background Note, based on
information supplied by the Hong Kong Government (Hong Kong
telegrams Nos 1051 and 1055). The suggested answer to the
Questions about the Peking Convention of 1898 and Royal
Instructions to the Governor of Hong Kong have been cleared
with the Department's Legal Adviser.
3. All 3 MPs are signatories of an Early Day Motion on this
subject, notice of which was given on 23 July. Mr Frank Hooley MP
(Labour Sheffield, Heeley) was given Written Answers to 8
Questions on the same subject on 17 July.
