SPEAKING NOTE

1. General

The clearance of land required for the construction of the Mass

Transit Railway (MTR) has inevitably caused problems, particularly

where buildings which have to be demolished are comparatively new.

The MTR and the Hong Kong Government have made every effort to

solve these problems.

2.

Compensation

Those affected have been offered fair compensation in accordance

with the provisions of Hong Kong law. Generous ex-gratia allowances

are also being offered. The majority of families in the Sai Lau

Kok buildings have accepted these terms, and many have already

moved out. The demands of those who have so far refused

compensation cannot be met within the law.

3.

Families who have still not accepted the MTR's offers

Some 50 families (mostly owner-occupiers) have not yet accepted

the offers made to them. Discussions with them are continuing.

4.

Eviction on 31 July

The notices to quit expire on 31 July. The Hong Kong Government

will then decide how and when to proceed with the clearance of

the Sai Lau Kok buildings.

We have received an assurance from

the Hong Kong Government that the remaining residents will not

be evicted immediately.
