the last two years a system whereby land was allocated to those holding the oldest exchange rights has been in operation. Before this a waiting list operated, but this gave rise to allegation of corruption and mal-practice and gave rise to the present system.
If we are to build the new towns this cannot be done without the acquisition of private land.

You have no doubt heard that Mr. CHAN Yat-san is not too well, having suffered a slight stroke last year, and he is still excused from duty in the Heung Yee Kuk. Mr. TANG Chai-on of Ha Tsuen recently passed away.
