the last two years a system whereby land was allocated to those holding the oldest exchange rights has been in operation. Before this a waiting list operated, but this gave rise to allegation of corruption and mal-practice and gave rise to the present system.

If we are to build the new towns this cannot be done without the acquisition of private land.

I trust that the above information, together with that I have already sent by telegram, clears up the points outstanding from your visit last year. If you would like further information on any point, or there is something I have still not answered, please do not hesitate to write to me.

You have no doubt heard that Mr. CHAN Yat-san is not too well, having suffered a slight stroke last year, and he is still excused from duty in the Heung Yee Kuk. Mr. TANG Chai-on of Ha Tsuen recently passed away.

My best wishes to you and to your wife,

Yours sincerely
