claim that the compensation offered to them is inadequate. Of these,

a militant group of 18 recently sent representatives to London in a

delegation led by Mrs Elsie Elliott CBE, an elected member of the

Hong Kong Urban Council (Hong Kong Telnos 618 and 649 to the Hong

Kong Government Office, London refer). Mr Hooley's questions have

clearly been stimulated by this visit.

5. The majority (259 out of 339) of property owners at Sai Lau

Kok have accepted the compensation offered. This amounts to payment

of the full market value of the property at the date of reversion,

plus a disturbance allowance, plus either public rehousing or a

capitalised interest free loan to help bridge the gap between

compensation and the cost of buying a new flat.

Discussions are continuing with those who have not yet accepted

the terms of compensation and there are signs that most will
