Arrangement between the Department of Transport of the United Kingdom of Great Britain and Northern Ireland and the Ministry of Railways of the People's Republic of China on Railway Scientific and Technical Cooperation.
The Department of Transport of the United Kingdom of Great Britain and Northern Ireland and the Ministry of Railways of the People's Republic of China (hereafter referred to as the Participants), in accordance with the Agreement and Protocol on Scientific and Technological Cooperation between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the People's Republic of China signed at London on 15 November 1978, for the purpose of establishing good cooperative relations between scientific and technical bodies and personnel of the railways of the two countries, strengthening friendly relations between the railway industries of the two countries and promoting the development of the two railway systems, have reached the following understanding:
Paragraph 1
(i) Both Participants will develop railway scientific and
technical cooperation on the basis of equality, mutual benefit and reciprocity.
(ii)
Both Participants will provide opportunities for cooperation in the scientific and technical fields of
common interest, so as to promote the development of railway science, technology and railway systems.
Paragraph 2
The scope of cooperation of the two Participants includes:
(i) the exchange of literature and information on railway
topics of common interest (provided in the language of the originating country). Literature or information
which is not the property of the Participants or which
has a commercial value will not be exchanged without the consent of the owner or without any payment which may be
required;
