RESEARCH MEMORANDUM : CHINA'S ATTITUDE TOWARDS HONG KONG
1.
In view of Huang Hua's comments to the Governor of Hong Kong (Peking Tel No 349 of 2 April) you suggested that section c. Chinese interest in official representa- tion in Hong Kong, might be drafted next.
2. I attach the draft for Section III c. I have classified it SECRET since it includes an account of the Governor's conversation with Huang Hua, reported in Peking's SECRET Tel No 349. It would be preferable to down-grade the classifi- cation for use in the Memorandum. When this section is sent out for comments I propose, if you agree, to ask Hong Kong and Peking for agreement to such down- grading, or to suggest amendments which would permit it.

Since the Chinese often quote the fact that the nationalists were allowed an official representative, I think it would be useful if possible to do a little more research into the appointment of N Kwok i 1945: who renewed the offer to accept the appointment of a Chinese representative", to whom? Was No Kroon's appointment specifically linked to this offer? and what did he actually do between November 1945 and the end of 1949?
