Thank you for letting me see the first draft of the section of your paper dealing with China's interests in official representation in Hong Kong (your minute of 6 April). I have not had time to study the draft in detail but have made one or two penceilled comments on paragraphs 2 and 3. I should like an opportunity to see the next draft after comments have been received from Hong Kong and Peking (I see no objection to your seeking their agreement to downgrade the draft to "Confidential"Your
2. I agree with Mr Quantrill (his minute of 9 April) that it might be useful to include a little more information on the "Special Commissioner" appointed by the Chinese Nationalist Government in 1945. But I would not want you to extend this section by more than about half a page.
