1. We will need a set of briefs for Sir Murray's talk to the Secretary of State at 15.00 on 10 January 1980. This can be copied to Messrs Blaker, Cortazzi and Murray for their discussions and should cover the following subjects:

2. In addition, we shall need a longer discussion paper for Sir Murray's talks with Mr Blaker and the Under-Secretaries on democracy.
