1. We will need a set of briefs for Sir Murray's talk to the Secretary of State at 15.00 on 10 January 1980. This can be copied to Messrs Blaker, Cortazzi and Murray for their discussions and should cover the following subjects:

Strength of the Garrison
(Williamson)
2. In addition, we shall need a longer discussion paper for Sir Murray's talks with Mr Blaker and the Under-Secretaries on democracy.
I will draft this after discussion with Mr Cortazzi.
3. Mr Quantrill will provide a note on senior staff appointments in Hong Kong.

I should be grateful for suggestions on any other topics.
