Mr Blaker's Meeting with the Urban Council

We think there must have been a misunder- standing. Mr. Blaker and his staff met the Urban Councillors privately and the notes of the meeting were taken by his private secretary. These notes were typed at Government House and by chance a copy of them was retained there so that we have now had an opportunity to look at them.

It seems to us that on most points Mr. Blaker was able to answer or comment there and then and that in any case they are matters which have previously been raised and on which you already have the best information. But we have looked at them and at the record of Mr. Blaker's later meeting with four Urban Councillors in London last month, and prepared the following summary and references:

Public Order Ordinance (24th September)

Point 11 in the attachment to our CR 1/3566/79 of 18th October, 1979 to McLaren. Subsequent telegrams 1631 and 1632 of 20th November.

Vietnamese Refugees (24th September)

Nothing to add to Mr. Blaker's answer at paragraph 16 of the notes.
