4. The second series of problems, which I did not look into in detail, is that concerning films. In Hong Kong there is the peculiar situation of the local government being the repository of some films and the British Council of others. I would be very happy to discuss with your people whether this needs any rationalisation, particularly given the fact that I suspect that the British Trade Commission, like Commercial Sections in a number of our posts abroad, have willy nilly had to create their own commercial film library even though the bulk of the mission's films have been hived off to the British Council.

5. Thirdly, features. Miss Chan, who appeared to be a highly efficient Information Assistant, claimed to me that there wore on a number of occasions considerable delays in the receipt of features. She quoted to me a particular example in which a feature on computers, which she had enquired about in April and which had been promised for 10 May, had not arrived even though this was the deadline. (I fear that Hong Kong procedures are much more frenzied than any of ours because in a talk with someone in the commercial world I was told that they had towait at least two days (sic) for a reply to their telexes to London.)

Please do not take this letter as a gripe. I am simply reporting what was put to me.
