Sir Jack Cater KBE JP: Chief Secretary since October 1978. Born 1922. Entered Hong Kong Civil Service 1946. Previously served as Director of Commerce and Industry, Chairman of the Trade Develop- ment Council and Information Secretary. Retired from the Civil Service in 1974. Headed the Independent Commission Against Corruption (ICAC) from its establishment in 1974 until the summer'
of 1978.
Major General Sir Roy Redgrave KBC MC: Commander British Forces since April 1978. Born 1925. Served in 1939-45 War, Cyprus, France, Canada and Berlin.
Mr C P Haddon-Cave CMG JP: Financial Secretary since 1971. Born 1925. Served in East Africa and the Seychelles before coming to Hong Kong in 1962. His prudent budgetary policies have laid the basis for Hong Kong's economic success in the 70's.
Mr Li Fook-kow CMG JP: Secretary for Home Affairs since 1977. Born 1922. Entered Hong Kong Civil Service 1954, and now its most
senior Chinese officer. He has worked in many Government Depart- ments and has a very wide knowledge of the local scene.

Sir Yuet-Keung Kan GBE JP: Hong Kong. Has been active in public life since 1947 and a member of Exco since 1966. Very much the elder statesman of Hong Kong and held in high esteem by all sections of the community. His advice is much valued by the Governor, whom he accompanied to Peking earlier this year. Made a GBE in this years Birthday Honours the first Hong Kong Chinese ever to be awarded so high an honour.
Sir Sidney S Gordon CBE JP: Accountant and Company Director, not- ably of China Light and Power. Born 1917. On Exco since 1965. Very successful businessman whose views and advice are greatly respected by the Governor.
