DEMOCRACY IN HONG KONG

We should need to think very carefully before making changes

in this area. It is important to bear in mind the special

circumstances of Hong Kong as well as the wishes of the people

who live here. In considering this matter, the overriding

concern of the British Government must be to maintain the

stability and prosperity of Hong Kong.
