MR BLAKER'S VISIT TO HONG KONG

Publicity given to the current visit to Hong Kong by three Labour MPs (Mr Robert Parry, Mr Denis Canavan and Mr Harry Cowans) shows that interest there has been revived in the question of constitutional reforms to introduce more democracy. It seems likely therefore that Mr Blaker will be asked questions about this: I attach a supplementary paragraph to be added to Brief No. HK7, suggesting a line to take. The background on this subject was contained in Brief No. HK6 on the Urban Council.
