are probably justified in claiming that it is read by senior
officials in most Asian countries. The London Editor has
asked if Lord Carrington could give an interview to the
Editor of the Asian Wall Street Journal, Mr Robert Keatley,
when he is in Hong Kong. The interview would be on the
record, and would concern particularly the refugee problem as well as other Asian topics and the Tokyo Summit.

I know that the Secretary of State's
programme in Hong Kong is tight, but in view of the
importance of this, and of the outcome of the Prime
Minister's meeting with the Secretary of State and the
Governor of Hong Kong, I recommend that Lord Carrington
should agree to these three proposals.
