PRESS ARRANGEMENTS FOR THE SECRETARY OF STATE'S VISIT

TO HONG KONG

1.

The Prime Minister has suggested

that some of the press corps attending the Summit in Tokyo should be encouraged to accompany the Secretary of State to Hong Kong afterwards, with a view to making world opinion more aware of the scale of the problem

which Hong Kong faces over refugees. The Secretary of State made the point that it would be helpful if foreign correspondents, particularly French and non-aligned,

could also be encouraged.

The timing is awkward for the people

who will be in Tokyo because the Secretary of State is due to leave for Hong Kong early, in the middle of the post-Summit press conference, and before the bilateral

briefings. We know that some of the British writing journalists will nevertheless want to catch up with the Secretary of State in Hong Kong, and accompany him on the

rest of his journey
