For the record I am enclosing a copy of the speech which the Governor gave at his farewell banquet in Guangzhou on 3 April. I am also enclosing a copy of the seating plan for the dinner and the list given me by the Chinese of those present and their

functions. The latter omits the name of the new Chairman of the Revolutionary Committee of Guangzhou, Yang Shangkun. As you will have heard from James Richards, he was added to the dinner at the last minute by the Chinese. We were told that the Governor's dinner was the first official occasion on which he had appeared in his new position.

I am afraid there has not been time to transliterate and translate the Chinese names. Nevertheless, I thought it would be useful for you to have the lists.
