It is also assessed that many whose applications to come to Hong Kong legally are rejected as a result of the more restrictive emigration policy, may attempt to enter illegally in the months ahead. In addition, many of the legal emigrants to Macau may subsequently seek to come here illegally when there is a favourable opportunity.
