By the last week of the month, the daily total was well below 100 (for the first time since March) and still falling. For the first time for five months, the monthly total fell - 11384 in June as against 14422 in May. The reasons are unmistakable: robust and effective action by the Chinese, including a greater deployment of troops (in particular units returning from the Vietnam border) in depth; a vigorous propaganda campaign; notice of more severe punishments; and the powerful deterrent effect provided by the increased deployment of Security Forces on the Hong Kong side of the border. There is some evidence that the latter action was a factor in the Chinese Government's decision to institute vigorous counter-measures.
