That this House notes that official Parliamentary replies show that local authority male manual workers' earnings had fallen in 1978 to £22-40p per week less than the average male workers in all services and industries in England and Wales and that female earnings had fallen behind by £10-10p per week; that this difference shows a consistent lagging behind, over the previous three years of voluntary wage restraint; and consequently calls upon Her Majesty's Government to honour its pledge to the lower paid by urgently indicating to the employers' side of the National Joint Council for local authority manual workers and the employers side of the National Health Service Ancillary Staffs Council its recognition of the need for a living wage for public employees, thus avoiding unnecessary confrontation which is not welcomed by the Government, the trade unions or the general public.
