Thank you very much for your letter of 7th August and for the kind invitation to the Seminar on the Future of British Dependent Territories. I would have been delighted to join you had I been free to do so, but alas, I have a meeting of the Overseas Development Institute Council on 25th September, a Booker McConnell Board on September 26th and a Barclays International Board on September 27th. I am, therefore, chained firmly to London.

It is a most awkward problem that the seminar will have to consider. I have watched with increasing concern the intractable problems of the small islands of the Carribean combined with their current tendency towards divisive political solutions.
