SEMINAR ON THE FUTURE OF THE DEPENDENT TERRITORIES

1. You should know that we are organising a seminar to be held at the Institute of Development Studies, Brighton, 24-26 September.

2.

We have already specifically excluded from discussion Belize, Falkland Islands, Gibraltar and Hong Kong on the grounds that their future is subject to political considerations outside the scope of such a seminar. BIOT and BAT will also be excluded, since they have no inhabitants and no independent future. New Hebrides is unlikely to figure largely in the deliberations since it already has an independence timetable.

3.

We shall thus, in effect, be discussing only: Anguilla, Bermuda, BVI, Cayman Islands, Montserrat, Pitcairn, St Helena and Turks and Caicos Islands.

4.

Mr Stratton will chair the seminar, and the official side will be represented from HKGD, WIAD, Research Department and ODA.
