When putting section 6 on aid to the ODA, it could be wise, in order to prevent unnecessary heart attacks in Eland House, to mention that the hypothetical thoughts I have added now paragraph 6.8 are put in to encourage comment and will not be pre- sented as UK policy. The idea was strongly rejected by ODA's higher management in 1977 but is no less worthy of discussion by our panel of experts next month.

I hope to have the territorial annexes completed this week.
