1. Thank you for your minute of 11 May. I have nothing of substance to add to my original minute; all that remains is for us to get down to the harder work of putting together a detailed proposal. But this will have to wait my return from my familiarization tour and leave in mid-July.
2. There is, however, a small point with regard to regulations covering special conditions of service for HMOCS Officers and TCOS. These, as I recall, take the form of separate, but model, Agreements between HMG (ODM) and the individual territories.
3. Royal Instructions cover two aspects; first in relation to the Governor in the discharge of special responsibilities and reserve powers, and second, in respect of the discharge of his executive functions in relation to the advice he receives from EXCO on matters devolved to local ministers. This distinction is important to remember, because in the case of Montserrat there is no provision in their constitution for Royal Instructions to be issued in the case of the latter.
