1. I attach a copy of the re-draft as it eventually emerged from Dick Stratton which, as you rightly suggested, needs a little re-arrangement and re-drafting before we ask HKGD to take it on for further clearance, particularly with ODM. In the re-drafts that were made in Bridgetown some of the arguments got out of order and we seem to have lost what we agreed should be said about the possibility of our aid policy to the permanent and pensionable dependencies being stepped up so as to show a better public image than we would perhaps think right in the case of those dependencies for which independence was clearly a starter.
