Hong Kong is by far the largest (in terms of population and economic

activity) of Britain's dependent territories: although small in land area,

it is one of the most densely populated areas in the world. However,

because of Hong Kong's special circumstances the normal path of

constitutional progress towards self-government is precluded.

The Governor administers the Colony assisted by an Executive Council

and a Legislative Council. The Executive Council consists of 6 officials

and 8 nominated unofficial members and the Legislative Council of

20 officials and 24 nominated unofficial members. The power to legislate

rests with the Governor "by and with the advice and consent of the

Legislative Council."

The Governor is normally required to consult the Executive Council,

except when matters are unimportant or too urgent; and, although he can act

contrary to their advice, he must subsequently report his reasons for doing

so to the Foreign and Commonwealth Secretary.

The main economic activities include the manufacture of clothing and

cotton textiles, light manufacturing industries, commerce and tourism.
