LORD PRIVY SEAL'S VISIT TO NEW ZEALAND: CLASSIFIED BRIEFS ADDENDUM TO MY MINUTE OF 4 OCTOBER

1.

The following briefs should be added to Annex D of my minute of 4 October in which I requested briefing material in connection with the Commonwealth Parliamentary Association's Annual Conference:

The classified briefs in Annex D should normally be written so that they can fulfil a dual function:

(a) as background for debates and selective briefing for the Lord Privy Seal at the CPA Conference;

and

(b) for his bilateral talks with the New Zealand Government.

BUT IF THEY JUDGE IT NECESSARY DEPARTMENTS SHOULD SUBMIT SEPARATE BRIEFS FOR GENERAL AND BILATERAL USE. In this case, the general classified briefs should be numbered eg 2A and bilaterial briefs 2B. The bilateral briefs should be self-contained.

3. The format of the briefs should be as indicated in para 6 of my minute of 4 October, but bilateral briefs - those in the B series - should carry the heading "Lord Privy Seal's Visit to New Zealand: November 1979".

Departments should submit their briefs as rapidly as possible, but in any event by 8 November.
